"Even today, with sophisticated surveys and computer-produced margins of error, we have trouble gauging the elusive voice we call 'public opinion,' but no one questions its importance in a democracy. In this insightful new study, Mark G. Schmeller sets out to recreate or approximate the nature of public opinion between independence and the aftermath of Civil War and also examine what leading Americans thought about it. Where could one detect it? How might attitudes toward it, in the abstract and concrete, have changed in this eventful period? 'As Americans contested the meaning of this essentially contestable concept,' Schmeller explains, 'they expanded and contracted the horizons of political possibility and renegotiated the terms of political legitimacy.' He argues that what began life as something close to exceptionally American republican thought (and in a sense unchanging) became something far more malleable and subject to manipulation by means of stump-speech rhetoric, partisan newspapers, trumpeting of the importance of the self in the nineteenth century, etc. Crossing into so many discrete fields of historical research, this project has much potential as a synthesizing meta-narrative"--

Abstract

In early modern Scotland, religious and constitutional tensions created by Protestant reform and regal union stimulated the expression and regulation of opinion at large. Karin Bowie explores the rising prominence and changing dynamics of Scottish opinion politics in this tumultuous period. Assessing protestations, petitions, oaths, and oral and written modes of public communication, she addresses major debates on the fitness of the Habermasian model of the public sphere. This study provides a historicised understanding of early modern public opinion, investigating how the crown and its opponents sought to shape opinion at large; the forms and language in which collective opinions were represented; and the difference this made to political outcomes. Focusing on modes of persuasive communication, it reveals the reworking of traditional vehicles into powerful tools for public resistance, allowing contemporaries to recognise collective opinion outside authorised assemblies and encouraging state efforts to control seemingly dangerous opinions.

Abstract

The book, anchored in stimulating debates about the enlightenment ideas of publicness, analyses historical changes in the core phenomena of publicness: possibilities, conditions and obstacles to developing a public sphere in which the public reflexively creates, articulates and expresses public opinion. It is focused on the historical transformation from 'public use of reason' through the identification of 'public opinion' in opinion polls to contemporary opinion mining, in which the Enlightenment idea of public expression of opinion has been displaced by the technology of extracting opinions. It heralds a new critical impetus in theory and research of publicness at a time when critical social thought is sharply criticising and even abandoning the notion of the public sphere, much like the notion of public opinion decades ago, due to its predominantly administrative use.
